The city of Portland announced it will issue a land use violation to U.S. Immigration and Customs Enforcement for its misuse of a building in the city, citing a breach of occupancy regulations. According to Portland Mayor Keith Wilson, “U.S. Immigration and Customs Enforcement made clear detention limitation commitments to our community, and we believe they broke those policies more than two dozen times.”
As Claire Rush reports for Associated Press, the building’s conditional use approval does not permit keeping people there overnight or for longer than 12 hours, a provision the city says ICE has routinely violated since last October. The city says ICE amassed 25 detention violations between October 2024 and July 2025, including boarded up windows. Portland launched an investigation after receiving formal complaints in July.
