Two California legislators say carpool lanes should be open to all.

"California leads the nation in carpool-lane use, and roughly 70 percent of the state's lanes are in Southern California.

And yet, two state legislators contend California's carpool system is underused and actually worsens traffic by jamming solo drivers into the remaining lanes, where their cars idle and spew noxious gases."
