"Should the quality of new development be measured by how much affordable housing it creates? By the price tag attached to its community benefits package? Or by design judgments about how well it fits in? The balancing act isn't easy, especially in a city like San Francisco, where social problems are so pressing. It's essential, though -- and if the supervisors drop the ball, their gaffe will be glaringly apparent for all to see."
