"Nobody, however, wants it more than Miami, a city that sees the FTAA's headquarters -- the 'secretariat' -- as validation of its self-proclaimed role as 'gateway to the Americas' and a credential that would put it on a par with other world trade cities like Geneva, Brussels and Tokyo."
