For five years the county dumped 60,000 cubic yards of fill into the Fletcher Flood Control Basin withoutconducting an Environmental Impact Assessment, biological or engineering tests, or seeking necessary permissions from state and federal authorities. The land was to be sold to a developer. Now the county believes that the Fletcher basin is critical for flood control in the area. But five years of filling have left the Fletcher Flood Control Basin with zero flood-control capacity.
