"A $1.5 billion plan to rejuvenate the area's overloaded and outdated freight rail system--the culmination of four years of negotiations involving the city, the railroads and state and federal agencies--seeks to strengthen Chicago's 150-year reign as the nation's rail hub... The freight industry... generates $8 billion in economic activity in the Chicago area each year."
