The University of Minnesota Mapserver is a open-source map server that offers a dramatically lower-cost alternative to to existing proprietary web-enabled geographic information systems.
"Mapserver provides the entire Web mapping functionality required by most organizations. Coupled with PostGIS and the Rosa Applet, Mapserver removes the cost-of-licensing barrier to moving spatial information resources to the Internet and offers a technically competitive, open-source alternative to closed-source (and, for some organizations, prohibitively costly) Internet map servers."
