St. Paul, Minnesota, is working on its comprehensive plan, and advocates want to see upzoning changes similar to what happened in Minneapolis.

Neighbors For More Neighbors is a housing advocacy group that last year helped push through zoning reform in Minneapolis as part of its 2040 comprehensive plan. Now a chapter in St. Paul, in the midst of its own comprehensive plan process, is in the works.
Minneapolis ended single-family zoning, but the St. Paul plan outlines strategies to add density without calling for a major policy overhaul. Advocates say that affordable housing is a regional issue, and they want to support other communities like St. Paul that are facing similar challenges.
The St. Paul plan goes to the planning commission next week for public comment, and the final version will be ready in June.
