Albuquerque aims to join other Western cities with light rail.

"Groundbreaking will occur three years from now for a two-phase, $700 million light-rail transportation system in Albuquerque, Mayor Martin Chavez predicts." Half the funding would come from the federal government, with local sources -- a hike in gasoline tax and in license plate fees -- covering the rest.
