"Rebuilding the full amount of destroyed space is required in order to receive a full insurance settlement, said Silverstein, in a nine-page letter to Lower Manhattan Development Corp. chairman John Whitehead, rejecting the Port Authority-LMDC agreement to reduce the amount of required office space at the site... Among Silversteins concerns: buildings no taller than 70 stories or 1,000 feet high, use of technology to enhance building safety, re-establishing much of the street grid and providing reasonably regular floor plates, from 35,000 to 45,000 square feet per floor."
