"Twenty years ago, the city of Chicago launched a mission never undertaken before by any major American community.It dispatched teams of architectural experts to examine every last one of the city's buildings -- nearly half a million.... Mayor Richard M. Daley and his administration have failed to back up the survey with the necessary protections, and in essence have encouraged the rampant demolition of buildings they purportedly had sought to preserve."
