If you had predicted five years ago that downtown Norfolk would have traffic problems as a result of valet parking, residents would have laughed at you.

"The problem is a sign of downtown's success. Officials are working on regulations to keep traffic flowing. Among other things, they're looking at designated drop-off zones and a limit on the number of valet stands.Wright said the the valet problem underscores the need for light rail. Ideally, people will be able to park on the downtown outskirts and ride the rail to their entertainment destinations. The earliest that could happen would be 2006, Wright said."
