A 'Greenfields Fee' In Massachusetts

"To make developers build housing where he wants it, Romney has proposed a ''greenfields fee'' - money extracted from developers who build in the countryside that would go into a fund assisting projects in cities and established urban areas where there is infrastructure to support more density... Aides hope that Romney's brand of ''smart growth'' - encouraging diverse forms of development in established urban areas as an alternative to single-family home development in outlying suburbs - will both address quality-of-life concerns about sprawl and widespread complaints about the high cost of living in Eastern Massachusetts."
