A pioneering San Mateo County program that's spurring new apartments within an easy walk of BART and Caltrain stations is among four winners of the U.S. Environmental Protection Agency's first national "Smart Growth" awards. The program, which pays cities $2,000 for each bedroom they locate within one-third of a mile of transit stations, was praised Monday by EPA Administrator Christine Todd Whitman as an example "for other communities and the country to learn from."
