"Making transit competitive with the biggest villain in traffic congestion – the solo commute – is entirely within reach, according to a draft regional transportation plan that will be submitted to the San Diego Association of Governments board tomorrow.The plan outlines $42 billion in transportation improvements from now to 2030, a package designed to provide more convenient and faster travel choices without trying, as planners put it, to 'build our way out of traffic congestion.'"
