"Overall, traffic volumes on key Seattle-area freeways early this year were slightly lower or equal to volumes for the same period in 2001. "But there wasn't enough change in volumes to say, 'yes, it's caused by the economy,' " says Dave Bushnell, DOT's travel-analysis manager. "Traffic is not a static thing. It goes up and down for all kinds of reasons.""
