"The proposed increase in the so-called 'linkage' fee makes Cambridge - an increasingly popular place for bio-tech and other firms - about even with Boston in what it requires developers to pay into a housing trust fund.The rationale for linkage is that developers should pay for the impact their projects have on the community, including increases in housing prices. To support the idea of charging developers more, a move that would require City Council approval, city officials are quietly circulating a study that attempts to quantify how new office buildings lead to higher rents."
