Urban theorist David Rusk analyzes census data to identify "cities on the slide."

"Rusk, who is affiliated with Woodrow Wilson International Center for Scholars in Washington, D.C., has crunched census data for two decades to find the common threads among cities on the slide. The three he has identified are a decline in population, a minority population disproportionate to that of the suburbs, and an average city income that's less than 70 percent of the suburbs' average income."
