This paper examines the increasing importance of transportation policy in American society, because of the intersection of transportation and many other policy areas. Some new policy ideas are explored, including the potential benefit of a new type of state organization that would provide an expanded view of transportation planning and investment to meet diverse state needs. Also needed is more flexibility of federal funding, because so many different areas have direct linkages to transportation investments. Editor's note: This link is to an Adobe PDF document.
