Last week, the City Council of Encinitas(http://www.ci.encinitas.ca.us) voted 3-2 to forward to the PlanningCommission preliminary guidelines and code amendments defining how new,residential development should be built in New Encinitas, Old Encinitas,Leucadia, Olivenhain and Cardiff. Staff members prepared the preliminaryguidelines after amassing data from the public, City Council members andconsultants during several workshops on the issue of communitycharacter.Critics say the proposed guidelines and code amendments could haveunintended long-term consequences.
