SB 1636 would correct that, according to the editorial, by setting aside "level-of-service" standards in the newly defined "infill opportunity zones," in favor of a reasonable effort to lessen regional traffic congestion. This could spark more building of affordable housing nearby high-volume mass transit, giving the highways a needed break.
