The new bill approved by Gov. Jeb Bush is designed to make it easier for state transportation officials to build toll roads throughout Florida, by allowing the state to build turnpikes whether or not they are financially feasible. Environmentalists are calling for the state to use the toll revenue to improve urban congestion, not build new roads that will lead to new development.Among the measure's other provisions are allowances for the new two-wheeled scooters, called Segways, on sidewalks, potential sales tax increases for roads and transit for some counties, and funds for planning the first leg of a new high-speed bullet train from St. Petersburg to Orlando.
