A joint planning agreement in Daytona Beach could have eased development, saved money, and encouraged smart growth.
"A joint planning agreement among the county and the two cities could have spelled out all of this beforehand, avoiding the protracted negotiations and legal threats. More importantly, planning professionals say, the agreements can guide communities to smart growth -- the kind that avoids burdening local governments with the costs and mess of urban sprawl. "This would help everybody stick to their plans," said Jamie Seaman, the county's director of growth and resource management. "If everybody sticks to the plan, you should see the urban revitalization of central areas" instead of the sprawling growth that's steadily creeping into Volusia's center."
