This report, produced jointly by the Maxwell Campbell Public Affairs Institute and Governingmagazine and funded by the Pew Charitable Trusts, is the first comprehensive survey of county government management. The multi-year project grades 40 of the nation's largest counties on how well they managethe systems that deliver public services to their citizens. Of California's nine largest counties, the report ranks San Diego County first, followed by Orange County.
