"According to "Flight (or) Fight" — a study by the Metropolitan Philadelphia Policy Center — our region is barely growing in terms of population or jobs, yet it keeps spreading. Without real job growth, every new office built means another office vacated. Without real population growth, every new home built means another home blighted. In Philadelphia, sprawl and decay are two sides of the same coin."
