"The World Trade Center began life as a giant public-works project. The New York Port Authority built the towers to give a lackluster part of the city an economic transfusion. The results architecturally and fiscally were initially a dud. But the familiar becomes beloved over time, and millions of square feet of office space, and the workers who filled them, powered an economic recovery. New York will find it difficult to turn all of the 16-acre site into a memorial. But something soaring and monumental is clearly called for."
