Affordable Housing: The Problem Is Planning

A Northern California community development director says that the problem of affodable housing is the fault of poor planning.

Land use, housing and transportation agencies are largely balkanized into separate fiefdoms within Bay Area cities and counties; there is no regional framework in place to foster the cooperation required to build transit-rich, mixed-use housing, i.e. "smart growth" that would deliver housing in diverse building types which are closer to jobs."
