"The concept of community redevelopment is a broad one. For many small towns throughout Florida, the challenges go far beyond decorative street lighting and landscaped sidewalks. For some, the agenda has been set by economic misfortune that leaves them dependent on outside funding for basic city services and grateful for economic improvements of any kind. Others have the luxury of being able to target growth that fits their vision of themselves. Some have had to break from past mistakes."
