"Parks should not be seen as frills every time things get tough. They are central to the big issues ? they help to lower crime, improve air quality and health, and make neighborhoods stronger. Other cities, like Chicago, have made enhanced park systems a priority and have found that well-maintained parks contribute to their images, bringing tourism and raising property values."
