"Since the tragedy of Sept. 11, security-minded federal officials have closed or proposed closing more streets in Washington. But prudent vigilance has given way to unreasonable obsession. We risk misshaping the city...federal authorities proposed examining the Federal Triangle as a whole and considering urban design as well as security issues...some of us, while acknowledging the threat, advocated a balance between erecting defenses and safeguarding the cityscape -- a compromise somewhere between fortification and beautification."
