Request for Qualifications (RFQ) - Specific, Master and Area Planning related services for City of Santa Monica
City of Santa Monica Planning and Community Development Department
The Planning and Community Development Department of the City of Santa Monica is seeking qualified individuals, firms or multi-disciplinary teams to assist the Department in developing a series of Specific-, Area- and Master-Plans identified in the City's recently adopted Land Use and Circulation Element (LUCE), which is available for download at www.shapethefuture2025.com. Demonstrated expertise and experience in one or more of the following areas is highly desirable:
• Urban design, architecture and master planning, including project management and coordination of sub-consultants;
• Transportation and multi-modal planning, including transit-oriented development, bicycle and pedestrian access, shared parking implementation and Transportation Demand Management strategies;
• Economic feasibility and market demand analysis, including consideration of affordable and workforce housing, small business development, and "community benefits";
• Infrastructure and utilities analysis, including capacity analysis and cost estimating;
• Art integration, including financial feasibility and subsidization strategies;
• Implementation, phasing and funding strategies.

Individuals or firms with expertise and experience in any of these areas are encouraged to apply, as are multi-disciplinary teams with capability to manage multi-faceted planning projects and coordinate sub-consultants. The Department reserves the flexibility to select an integrated team or contract with individual firms. This RFQ assumes that more than one contract may be awarded over time, depending on needs. CLARIFICATION (4.27.11): Firms may submit individual qualifications in their core discipline, and may also submit qualifications as part of a multi-disciplinary team or teams.
