"[Massachusetts] state officials plan to announce today that science - not scenic vistas - will become the backbone of the state's land conservation efforts, a move that will probably see more dollars going to large, remote locations brimming with rare plants and animals rather than to relatively tiny tracts of urban or suburban land that have more aesthetic value."
