Comprehensive Operational Analysis (COA) Services

NOTICE IS HEREBY GIVEN that Sacramento Regional Transit District (RT) is soliciting proposals from consultants with qualifications, experience & knowledge to provide Comprehensive Operational Analysis (COA) Services.

A pre-proposal meeting will be held on Thursday, August 12, 2010 at 1:00 p.m. at 1400 29th Street, Sacramento, CA 95816.

This contract is subject to a financial assistance contract between RT and the US Dept. of Transportation. All proposers will be required to certify that they are not on the Comptroller General's list of ineligible consultants. Consultant will be required to comply with all EEO laws & regulations.

It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs) as defined in 49 CFR Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, RT has adopted a DBE program for RT's federally funded contracts. No DBE goal has been established for this project. However, Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract and must take all necessary and reasonable steps to obtain DBE participation. Consultant may not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts.

It is also RT's policy that Small Business Enterprises ("SBEs") (defined as a business that has been certified as a small business by the California Department of General Services or any other public agency that certifies small businesses under applicable laws), will have the maximum opportunity to participate in the performance of this Contract. No subcontracting opportunities have been identified for this project and therefore, no SBE goal has been established for this project. However, Proposers must ensure that SBEs have the opportunity to participate in the performance of this contract and must take all necessary and reasonable steps to obtain SBE participation.

RT hereby notifies all proposers it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, all proposers will be afforded full opportunity to submit a proposal in response to this invitation and will not be discriminated against based on race, color, creed, sex, disability, age, or national origin in consideration for an award.

Sealed proposals must be received by the Procurement Services Office at 2816 N St., Sacramento, CA 95816 by 2:00 p.m., Tuesday, August 31, 2010, Pacific Standard Time.
