"Ruling in a Rhode Island coastal lands dispute, a divided Supreme Court yesterday gave property owners a new legal weapon to use in challenging zoning and environmental restrictions on private development...In the zoning case, the court flatly rejected the argument that any right to compensation for a restrictive zoning law or regulation belongs only to the owner of the property when the limitation is imposed."
