Anthony Downs, testifying before the House Subcommittee on Highways and Transit, discusses the future of ground transportation over the next twenty years. He argues that the automobile will remain the dominant form of private transportation in the near future; traffic congestion will get worse every where; and that changing land use patterns is the only way to solve congestion. Downs states that the only effective way to change land use patterns is to do so at the regional level utilizing regional growth boundaries.
