Preliminary Scope of Work Statement
Request for Qualifications for Development Advisory Services

The City of Oak Creek is a rapidly growing, diverse suburban community, located in the southeastern corner of Milwaukee County, along Lake Michigan. The City's population has grown from 19,513 residents in 1990 (U.S. Census), to 31,029 in 2005,a 59% increase.

The cities of Oak Creek and Franklin share a common border along South 27th Street (STH 241). Together, the cities recently adopted a comprehensive land-use plan for the six mile corridor.

The City of Oak Creek recognizes the strategic opportunity to plan for the future of this gateway corridor for both communities, as well as the Milwaukee metropolitan area. The goal is to create economic prosperity for this area by providing an exceptional quality of life, set in a beautiful location, with an abundance of natural features, outstanding transportation systems, and a variety of choices to live, shop and work.

The City is looking for a consultant to provide expert advice to assist with the implementation of the plans to meet that goal. The successful consultant must possess the skills needed to take a plan from vision to reality, and must demonstrate knowledge and experience in the following areas, including, but not limited to:

- Public sector project development, co-ordination and implementation
- Land acquisition, consolidation and/or trade strategies
- Promoting, developing or obtaining successful financing proposals
-Ability to work successfully and build relationships between various entities, including citizens, property owners, public officials, developers, and others
- The creation of marketing and "branding" strategies

Responses must cite municipal experiences with cities of similar size and issues.

The selection of the consultant should be completed by June 21, 2005, with the approval of a scope of work and contract by the first week in July. The City of Oak Creek reserves the right to reject any or all of the submissions on any basis and without disclosure of a reason.
