Request for Proposals for a General Plan Update and Environmental Impact Report
Napa County Conservation, Development, Planning Dept.
Napa County requests proposals from qualified consultants for preparation of a comprehensive update to the General Plan for Napa County and its associated Environmental Impact Report (EIR), as well as for other planning and technical services to support development of the General Plan and EIR. It is anticipated that one firm, or a team of qualified firms, will be selected to perform all tasks related to the General Plan Update and EIR, including preparing necessary technical studies, conducting public outreach, producing plan text and illustrations, preparing the EIR, and coordinating review by the public and interested agencies. The General Plan Update process and General Plan EIR will require technical knowledge in a number of areas that are beyond the expertise of County staff, including circulation, air quality, and noise.
The following schedule for the consultant selection process shall be adhered to the maximum extent possible:
May 16th, 2005 Consultants Submit Written Questions (last day)
May 19th, 2005 Pre-Submittal Conference Held (1:00pm)
June 20th, 2005 Proposals Due by 4:00 pm (late proposals will NOT be accepted)
June 27th, 2005 Finalists (
July 11th, 2005 Finalists Interviewed By Selection Committee
Late July, 2005 Board of Supervisors Consider Top-Ranked Proposal & Awards Contract (Estimated Date: July 19th or 26th)
July/August, 2005 Work Initiated
The Pre-Submittal Conference noted above shall begin at 1:00 PM and will be held in the second floor Training Room in the Napa County Hall of Justice, 1125 Third Street in Downtown Napa.
