New Concept: Environmental Water

CALFED has begun a new program to acquire water for endangered species and hold it in reserve for when endangered species need it most.

The Legislative Analyst's Office reports on the Programs established by CalFed Bay DeltaProgram, a state and federal effort to restore the Bay-Delta ecosystem and increase water supply for urban andagricultural use. The object of the EWA program is to acquire water forendangered species protection and reduce the likelihood of fisheriesplacing restrictions on water projects that would ultimately limit waterdeliveries to agricultural and urban users. The LAO recommends furtherconsideration of the EWA program by the Legislature before further stepsare taken, as some policy and operational issues have yet to beresolved. In addition to examining cost-benefit of EWA, governance,acquisition and use of water by EWA, and how to hold the programaccountable to the Legislature, the LAO recommends that the state'swater transfer laws be clarified and updated in order to facilitate theprogram's operations.
