Regional Transportation Authority With Power Needed

Vision 21, a panel created to study Arizona's future transportation needs says Metro Phoenix must have a regional transportation district with taxing power to address traffic problems.

Martin Shultz, the panel's co-chairman, says the district would be responsible for widening streets, establishing bus pullouts and synchronizing traffic signals on major streets.Bottlenecks could be fixed faster within such a district than they are now by the individual cities that get caught up in self-interests, Shultz said Tuesday of a preliminary task force report."
