"Frustrated by years of unsuccessful attempts toresuscitate downtown Los Angeles' civic heart, MayorRichard Riordan and a small group of leading culturaland political figures have banded together to promote adramatic transformation of the city's center into apedestrian-friendly plaza ringed by cultural institutions,government buildings and residences. If approved, the set of projects offers what backers see as a chance to deliver Los Angeles a grand public space...plus restaurants and shops between major attractions to generate a vibrant street life."
