"A city decision early Tuesday not to take aging Huntington Beach Mall land through eminent domain could force delays in the center's makeover. But city leaders said they still want to move two anchor stores. A divided City Council rejected purging Montgomery Ward and Burlington Coat Factory by eminent domain, a government power to take private property for public-interest projects. The council's distaste for taking the property deadlocked with members' desire to reinvent the mall at Beach Boulevard and the San Diego (I-405) Freeway."
