Randy Cunningham, Brian Bilbray andDuncan Hunter introduced the Energy Efficient Building Incentives Act,H.R. 5345, which would offer tax incentives to builders who makeenergy-efficient buildings. The new houses would use about half as muchelectricity, and in effect result in nearly 6% reduction in airemissions over the next 10 years, according to Cunningham.
