Howard County, Maryland is responding with care to plans for developing part of Doughoregan Manor, the Colonial-era Charles Carroll family estate, to raise tens of millions of dollars to pay for restoration and preservation of their 1720 estate. The county's leaders all appear to agree on the value of preserving as much of Doughoregan's land as possible, while minimizing the number of new homes built there.
The issue comes at a time when many county residents are worried about congestion produced by development. The school board, who has not been part of the communication between the county and Carroll descendants, indicated that the board just two months ago approved a capital budget for three nearby schools, which does not take into account these units.
