Creating an economically viable Palestinian state requires quick connections between major Palestinian cities in the West Bank and Gaza Strip, according to the Rand Corporation. The plan also proposes possible connections to Tel Aviv, Cairo, Beirut, and Aqaba. Considered part of a post-conflict agenda, the high speed train network is part of a 10-year plan to include all sectors of Palestinian life including health, education, security and the economy.
