Projecting to 2040, a study by the Public Policy Institute of California envisions a valley population that will have doubled to 7 million people, making the valley one of the fastest growing parts of the state... One scenario contemplates doing nothing except building on the valley's disconnected growth. Ever-spreading cities will merge along the main-stem Highway 99 into a blur of subdivisions, malls and light industry."
