The Western Riverside Council of Governments has formed a committee to study imposing a road-improvement fee on new development that could range from $2,500 to $10,000 per dwelling. While some elected officials believe that figure is too high, Riverside County is facing a $900 million shortfall in road-building funds from gas taxes over the next 20 years. Cities in the other parts of the county are considering similar fees.
