Kemp, Cisneros Promote National Housing Agenda

David Broder writes about a 12-point proposal authored by Jack Kemp, Henry Cisneros, National Association of Homebuilders and Harvard's Joint Center for Housing Studies. The authors came together from different parties and backgrounds, "out of a mutual concern that in the modern-day zeal for partisanship, people are losing sight of the gravity of this nation's housing problem, and the severe consequences if we as a nation fail to remedy that problem."
