The flight of middle-class residents and firms from poverty-plagued cities and inner suburbs produces sprawl, traffic congestion and increased service costs. New jobs sprout where low-income people can't reach them...[C]ities...have a huge responsibility [to] promote more affordable housing, improve regional work force programs, and rewrite exclusionary zoning laws."
