"A state panel investigating cost overruns on the $14.6 billion project has notified San Francisco's Bechtel and its Big Dig partner, Parsons Brinckerhoff, that it wants some of the cash spent on the project returned... For years, the Big Dig has tangled Boston traffic and Massachusetts politics... They have done all this at a price, recently surpassing $14 billion. Estimates in 1982 placed the project's final cost at $2.6 billion."
