Despite all the controversy surrounding the future of ground zero, many players agree: downtown New York would benefit from an infusion of the arts. Not only could this "urban renewal through culture" spur economic development, but in the shadow of the tragic events of 9/11, "the arts were seen as a shield protecting the reverential from the commercial and the tacky."
